Question: Given a series of wins, losses, and draws from before, is it possible to determine the bracket for a tournament?

I've been wondering for a while whether it's possible to determine a ranking system based on wins, losses, and draws; or points earned per match. I've done a bit of research and found something called an Elo Rating, which seems to do something very similar based on wins and losses. Is there an alternative with one that considers draws as well? And is there a way to code something like that in Python or Java?

Any help is greatly appreciated.
